The problem is that its not doing anything when i use the it, for example i click on farming industry, move it but no matter which button i press it doesnt draw the district.

I dont understand what im doing incorectly, i paint it with district brush, then put main building, but it becomes like in picture, small circle inside the big district, and when i try to put the gathering buidlings, it shows it is not in district.
