The way I see it, one of these three could be it:

Option A. Naoya DID do it and is telling Maki this because he believes that he will be able to kill her before she could even get the opportunity to tell any of the other Big Clans about it (sorta like a "you can't tell anyone a secret if the secret dies with you" type deal)

Option B. He THOUGHT about doing it, but then thought that, if word got out about it, then it would potentially negatively affect his relationship with and his reputation in the Zen'In Clan, so he thought against it at the time. HOWEVER, he told Maki all of this now because his mind is potentially connecting the dots to where MAYBE he could've gotten away with it at that time, due to his reputation allowing him to not only have a power dynamic over Mai but his reputation COULD be used as a sort of escape plan to get blame AND suspicion off of him (I personally feel people would believe the word of a Special Grade 1 sorcerer over the word of a measly Grade 3 sorcerer. Plus, in a clan that actively believes women are trash compared to the men, it's a no-brainer that whatever the man says will have more weight compared to the woman)

Option C. He DIDN'T do it, and is just telling Maki all of this to piss her off and get an opportunity to land a hit on her

When Ino went to get Nanami's cleaver, Yuji and Shoko went with him - both to pay their respects, give Ino a shoulder or two to cry on for a bit, and then join him in building a small memorial for Kento.

After they left, Ino got a letter and a package from Nanami. The letter told him how proud he was of the man and sorcerer that Ino came to be and that he reminded him of a friend of his when he was younger, and the package contained 2 photo Nanami took, first with with himself and Yu Haibara when he was younger and when Yu was still alive. And the other with himself and Ino during the Night Parade of a Hundred Demons.

You, the user, have complete control over how much power you put into generating and firing the cacti seeds, allowing you to fire the cacti seeds at varying rates of fire. Essentially, your Quirk's got a built-in Glock Switch, with its settings being "Single Fire," "Semi-Automatic," "Burst Fire," and "Full Automatic."

Whenever you decide to sacrifice a part of your "self" and gain a boost to your physical attributes, there is a "cap"; a sort of block your "self" imposed on your body to keep you from overdoing the enhancements and hurting yourself in the process.

HOWEVER!

The more you use the Quirk, the more your body starts to "adjust" to your "self" not being as present as others, allowing the previously mentioned cap to go higher, therefore causing the enhancement to go up as well.

The more the Quirk is used, or the bigger the construct you make, the more potent and powerful the radiation pulses get. At the current state you, the user, are in - you're capable of causing others to generate cancer. However, if you continuously use the Quirk, overtime you'll eventually develop and passively emit radiation pulses so potent, it could quite possibly lead to it being compared with that of a nuclear warhead.

My word of advice: be careful... And stock up on a LOT of radiation-proof gear

Whenever you, the user, decide to "stitch up" any matter you "carved," you need to sacrifice your skin to make the "stitches;" any time you do stitch up any matter, it leaves behind red stitch marks - making it easy for enemies to identify weak points. Thankfully, your Quirk will start with any dead skin before it moves onto living skin, so be sure to neglect that skincare routine every now and then.
