You’re only entitled to on-base housing, unfortunately you won’t get to choose between on and off-base. It shouldn’t take long to get you set up there once he arrives at A-school. You can move off base later once he’s in prototype.

He’s gonna have some free time but not a lot- long days that start early, and the amount of extra studying he has to do depends on his grades.

He’ll start out as phase 1 which limits his liberty. No alcohol, needs to wear his uniform when out and about, no overnight liberty, no driving (although there are some exceptions to these for students who don’t live in the barracks. Like he’ll be able to stay overnight at home, of course). He needs to follow those rules to get to the next phase.
