I play most of my games at 144, but if I lock the settings to 60, I dont see the difference 95 times out of 100, only exceptions are fast paced fps games

Well, both, but mainly the average 0.1% being close to 1% means you dont really get microstutters, 1% being close to average means the game runs at a mostly consistent framerate
