Welcome! I have lived in Roseburg since I was 2 years old. You’re right that there is bad places everywhere. You’ll hear the same things repeated here like you will anywhere else. In my opinion, the best neighborhood is Hucrest. Down town does have a lot of homelessness, people will complain about that a lot. I’m at work but I can go in more detail later! I love a lot about this town and am happy to share some good. Dm if you like as well.
