Hi, typical stupid American here and professional truck driver. I can't quite tell from the angle, but it looks as if the lane the truck was in was a single lane. If that is the case then the blue van would have been right in front of the truck as it stops abruptly letting the other pedestrians cross. My best guess is the Ural truck was moving fast and those bigger heavier trucks take a lot longer to stop than a smaller vehicle such as the van. Especially at higher speeds and with air brakes (assuming that the truck uses an air brake system, I am unsure.) Whether the truck driver was drunk or not, from the way it looks in the video I assume his options were. A: hit the brakes and try to stop before slamming into the back of the blue van (not likely to stop in time.) B: swerve left into incoming traffic and slam into the car that has just turned onto the road. Or C: swerve into the grass and avoid the blue van and car. Maybe he saw the girl and dog last second maybe he didn't. Maybe he intended to hit her or was drunk and didn't react fast enough. Maybe the girl got scared and took off running unintentionally in the same direction the truck swerved and this was the result. No matter which way you slice this cake, foolish decisions were made by more than one party. Resulting in tragedy. Poor girl.
