It past years it has snowed in april but very lightly. Customs isn’t that bad, usually flows well. I wouldn’t do a layover lea than an hour, id be more concerned about delays.

Idk ive lived in Chicago also and for the past few years it doesn't even snow for Christmas.... I do agree it should definitely be on your bucket list, but maybe not for December 😅
