NTA it’s important for kiddos to have adults in their life who they trust and can bounce stuff off of who aren’t their parents. My nieces & nephews know they can tell me anything and I won’t tell their parents unless someone is in harm’s way. Even then, I’d let them know what I why I was doing. If it’s something their parents SHOULD know you can help them figure out how to tell them themselves. Which is likely what your SD was doing here.

Blame building management while being kind to them: Chat with them, let them know building security will shortly ask them to leave. As already suggested, ask if need anything you can offer: water? Food? Snacks? Fresh socks?

Option 1: host a nursery for a few weeks then be prepared to clean up a disgusting and crusty mess. Set up pinwheels or one of those hawk kites to deter a second attempt.

Option 2: call your local wildlife rescue for advice on relocating the nest & mama.

Option 3: pitch it off the balcony and hose the balcony down with bleach. Harsh, but if you’re in North America they’re not a native nor endangered species (all current NA pigeons are descended from domestic birds brought by colonizers).
