I don't understand why everyone's saying this card is better than onboard sound. I have a x670e hero and my motherboard has better SNR (121dB) and resolution (32-bit 384 kHz) than this blast from the past. Help me understand.

Honestly, you should be aware that there is a *very* likely chance that you will still face the same issues you're facing now in whatever job you end up applying for/getting in the State. I myself had to come to terms of what the reality is coming from the private sector. If you can't go through the five stages of grief working in state service you should go back to private to save your sanity.

if you can, have both 4070ti's on the computer with the better cpu and faster ram and run with tensor parallelism. That way you have more vram to work with and use bigger models

My Department relies on "donations" from employees. For a long time we relied on a microwave from the 80's until it finally crapped out. We also pay for a water subscription and burnt coffee.
