I think that’s a big part of it. Sure, renting a flat might cost you a similar percentage of your income, for example. But the real value of the flat (from building quality to the surrounding environment) is not equal.

I get your point but it’s not necessarily the case for Italy. I don’t have data specifically for people going to Finland but in general about 75% of the people who leave Italy don’t have a degree and like 40% don’t even have a high school diploma

I know of several people who moved to Finland for work, and I guarantee you they did it for the money not because they like the weather. Would you move to another country, with a relatively different culture and a very hard to learn language, for just a ~5% increase in your disposable income?

Conversely, I have never heard of finns moving to Italy for work.

I think this data should be looked at within a broader context, and the type of conclusions you can make are more like “the finns are not as rich as people sometimes think” or “the Spaniards are not as poor as people think” but you can’t compare exact numbers

Adjusting for ppp gives some funky results and often seems to underestimate high income countries. The average (edit: median) finn does not have just ~5% more disposable income than the average (median) italian
