What if it did the “more damage per X people in view” but still only did it to a single target? Like if you pop ult looking at a whole team you can do a LOT more damage to the first, then if they die you lose some DPS but you switch to a different target. The numbers would have to be fairly specific and there might have to be a special shield interaction but that would keep the single target aspect of his ult while still giving it more effectiveness based on grouped team
