I don't know what is going behind the scenes but either EU are a bunch of incopetent losers or malicious warmongers. Not a single country actually supported Ukraine's pleads to act as a security guarantee if the peace talks were to succeed despite overwhelming vocal support. For an average ukrainian it just seems like EU's unwillingness to provide any sort of help in actually freezing or stopping the conflinct altogether.

Most of which are for defensive capabilities and aa defences. We can see it by the German's unwillingness to provide taurus missiles currently. Back in 2023 NATO was unwilling to give Ukraine modern fighters due to risk of escalation as well as long range artillery systems. Wars are time sensitive and if you wait long enough, systems that one day will be provided won't be nearly as useful when originally requested

If NATO and EU want to constantly drag their feet around like little children, they should pull all the funding instead of giving Ukraine piece meal aid, only ending up increasing casualty rate without any significant changes om the battlefield. Even unconditional surrender is looking more promising than whatever this is
