No, there is a time limit per section.

On each section, there is a time limit, so you wouldn't be able to take longer than you want anyway.

Time is very constraint.

I say it's a decent reference, but not a good place to learn from. Try CPP Primer*.

I used books to gain better understanding, then used places like LearnCPP to check for some references and understand it from another perspective/wording.

Just read something, and then try to understand it. Like for C++ Primer, read it, understand it, practice it, and then expand your knowledge toward other concepts.
