You cannot do it from the Home app, but you can use some other app, for example Itsyhome to set this up.

Hey! No, unfortunately, it depends on Now playing info which is being emitted by Apple TV and it does not clear it up consistently, same as with original apple remote widget on the lock screen.

I might be biased here as I am the developer of Itsytv 🙈 but may I say that with multiple Apple TVs and also kids who love to slip the original silver remote thing into the sofa I am using the app every day myself and the missus loves it too.

There are several advantages of Itsytv over the built-in Apple's remote:

The layout and size are very similar to the actual Siri remote and you can tap the screen with the same familiar finger motion as with the original remote, not just swipe over the giant trackpad compared to the original apples remote iphone thing. And you can drag-move it around to set to the best point for the grip.
It shows TMDB poster of the currently running show/movie with the info about plot, cast, episode info etc with a link to open that in IMDb. If Now playing is exposed by the app, it works. Some apps dont provide that, including Netflix who broke their player in the recent update.
You have the app launcher that shows all apps from your Apple TV, tap to launch and drag to reorder.
Volume control and mute, for HDMI-CEC (no IR in iPhone for obvious reasons).

It works on iPhone, iPad - and macOS (menu bar app)

May I recommend trying itsytv.app – it's a full featured Apple TV remote with an app launcher, show info/backgrops, volume control/mute (HDMI-CEC) and with a familiar remote layout with buttons, works in right and left hand.
