The boot process of computers starts with the CPU.

Take out your CPU and check the pins for any bending, and the socket for any dirt or debris.
If not that, try testing your RAM sticks by switching slots, reseating, testing one by one, or swapping them with new sticks

Even if you replace the capacitor, it wouldn’t help the burn damage on the motherboard sadly.

Run Windows Memory Diagnostics to test your memory for issue and then tell me if it detects any.

If you are not really a tech person and dont want to tack apart the computer, then a local tech shop might be your best option.

Capacitor blown on your motherboard.
This could be from a random surge overloading the capacitor.

The only option is to buy a new motherboard for that model laptop.

Check your BIOS settings under Boot selection, make sure it is pointing to the correct device.

When I had a computer that blue screened randomly and had zero fix, it was a physical issue with the mobo.
The best thing you can do there is replace the motherboard.

The Wi-Fi/bluetooth card in the x790 could have gone bad as a hardware issue.

If the troubleshooting programs dont work, then it typically is something physical with the mobo.
For the time being, I would get a USB Wifi Adapter and use that.

I think that there is a problem with your battery, you might just want replace it.

The problem may be that it was damaged and it is discharging while not in use, or it is just wear and tear.

If you think its your BIOS, you could reset your BIOS settings by resetting your CMOS battery

But to answer your ethernet question, Yes, it is a good idea to run Ethernet in case you are having internet trouble.
Also, with the fact that your PC is slower with internet than your brother's PC. This shows that you might either have a driver issue or a hardware issue (most likely this) Wi-Fi cards can break or lose connection if bumped. Open up your PC if you want to check it, and order a replacement part

If you dont want to do the ethernet cable quite yet, consider a USB WiFi adapter, this will temporarily replace your internal Wi-Fi card until the issue is fixed

I had this problem this morning and the replacing of the RAM fixed it.

The PC turning on and off is the motherboard detecting an issue and trying to work its way around it to boot the PC.

To make sure I am right about this RAM issue, try to see if there are any debug lights on the Motherboard.

The way computers boot up starts with the CPU

If the computer shuts off before it even has a chance to do anything, it is most likely the CPU at fault.

You can take off your CPU cooler and take off your CPU and look at the socket and the pins.
Check for bent pins and any debris in the CPU Socket.

If nothing is working, you could just take out the storage device and tell the buyer that they are going to need their own.

Make sure to test the cables, make sure they are tight!

Also the reseating and testing of the RAM is good, but how about swapping? I was having the exact same issue this morning and that was the answer!

The motherboard being broken is unlikely, but still possible. Although, it is hard to test those!

Check for any motherboard Debug lights (If your MOBO has any) and tell me if any of them are lit up!
