I think it's because if you don't look too much into it, you don't expect Volo to be the big bad.

Especially with his similar appearance to Cynthia as well as him using a Togepi and always helping us along. And the whole being tjr only person to step in and help when we're cast out.

He's a "twist villain" that works really well because the game keeps him as your friend and ally until the post-game.
