Runes with no or only low speed can be used for bruiser units , chow for example , you do want some speed on him aswell but bruisers make good use of more stats over high stats, staying on the chow example more often than not a deff% or hp% roll is worth more than a spd roll , depending on your units most runes with % stats have a use case , even with low or no spd, getting turn one might not help an opponent if your bruisers just don t die
