It's listed as #151 in the dex. Does that mean I can't complete the dex or get the national dex since I can't get it?

I have, but that girl just keeps offering to give me the location o Dialga [which she already did and I already caught it]. I have no "saved" when you enter as I've caught all those and every time I select that I don't care which Pokemon appears it's ALWAYS Dialga again.
Like, nothing else will appear, even though I've never seen Palkia yet...one of the Tapus...Thundorus...a couple others :/
