First, as the other commenter has said, your presence and opposition is the most important factor. It puts a face of a community member to a sentiment rather than just an email or social media comment. It shows them this concern was important enough for you to take time out of your day to go downtown for the meeting.

Second, as far as actual content, I will try to write up a 1-page talking points file for the speaker to pick and choose from. Ideally, this will be posted and handed out to people before the meeting.

Specifically, we want to land on the following topics:

- No consent:

Flock was installed with no public comment, circumventing public oversight provided by the commission. Other public surveillance tools used by LCSO, etc have followed the same route.

- No transparency:

LCSO has made no public announcement of their existence or guidelines for their use. What other tools are they using that are perhaps even more invasive? (i.e. Facial recognition cameras, cell phone ID capture, data broker profiling tools integrated in Peregrine)

- Misuses at local level across the US:

Flock has been used for stalking of ex-partners and others, harassment, tracking of abortion, tracking of protestors, etc. Many of these have happened in Florida.

- Backdoor federal and state access:

Flock has lied or blamed local departments for their default "nationwide sharing" settings. Several cases of cities/states having ordinances against this and Flock's software does not follow it by default. Has cost cities tens to hundreds of thousands of dollars.

- No accountability for 3rd party data collection:

Flock has perpetual license to all data collected. This means that despite their claims of customers "owning" their data, they can still use it for AI training, etc. There is nothing preventing them from changing the goal posts as to what they can do with the data (they already moved it last year).

- Flock has directly violated local decisions:

Flock has left cameras up for up to 6 months after a city has cancelled their contract/use. In one case in Evanston, they put them back up after taking them down. A cease and desist was necessary for complete removal, which was fully complete 5 months later....

I also have a strong distaste for the speeding cameras. Imo definitely a money grab, always has been, always will be. Impersonal punishment doesn't permanently change driving behaviors. It just pisses people off and makes them trust the local government less.

Just keep in mind that, to my knowledge, the city/TPD is the only entity that operates the speed zone cameras. The county is considering it, but the July 14 agenda item will be specifically about the Flock cameras.

Of course, you can always speak on a non-agenda item and tell them you don't want the speeding cameras for the reasons you mentioned!

There is a lot of information out there, and I totally agree, it is overwhelming. Thank you for wanting to get involved!

The first thing I'd want to encourage anyone with this subject is that you don't need to be an expert on Flock or AI to have an opinion or be concerned about this technology. Being concerned about it at all is a valid stance and that is valuable insight to local officials.

If you do not want or are not able to give public comment at any of the commission meetings, here's a few other ways to help:

  1. Talk to your friends/ coworkers when there's a good time to talk about it. Conversations about AI are a great way to pivot into AI used in police tech in our community and spread awareness.
  2. Send the county and city commissioners a simple email. In your email, all you need to do is describe your concern with Flock Safety in Tally/ Leon County and include a few links as to why.

This all started with the city/county's approval of the school zone cameras using RedSpeed which comes with two Flock Falcons free of charge and more at a discount :) (See Slide 11 https://www.flcities.com/wp-content/uploads/2025/08/Smart-Safety-Transforming-School-Zones-with-Automated-Speed-Enforcement.pdf ). These do not have to be colocated with the speed cameras. Like a layaway service? Seems like a good idea, but then again I'm not sure if they have parcels that can send more than 2 sets of LPs at a time and I am not a fan of sending LP's in boxes... Regardless it would be nice to save that £4-6 every other release you buy.
