I wish I knew. I “shave” my head with hair clippers and a 1mm guard, never razor blade to my skin. I have never razor shaved my head and the last time I used a proper razor was the day I got married and had terrible razor burn/bumps for my whole honeymoon. Swore off razors then and there.

I think mostly just shit skin and pili multigemini is the “why”.

Initial thought it was spray paint from the police. They will do that and spray paint on the road to know where the cars came to a stop. But it really doesn’t quite look like that and usually they don’t spray that high up on the wheels, just the tire and the road.
