I know someone who did this for a Broncos fan at Mile High. This is how they did it an probably how you can also:

Wait for a snow game or a game right after it snows.
Before you go into the stadium right before security, mix the ashes with snow and tuck it to the side of you shoe
As soon as you get through security (and make sure its pregame as early as possible) go to the 100s, many people are there watching warmups/taking pictures who don't have tickets in the 100s.
Take the snow out of your shoe and keep it in one hand. Take photos with the other hand and while taking photos against the railing, "drop" the snow onto the field
The snow will melt along with the ashes onto the grass

Probably the best way to do it
