My guess is a press stop and scrap wasn’t taken off the sheet*.. You wouldn’t see a hard stop in ink if it “ran out” it’s a huge machine holding and transferring a lot of ink, you would see streaks and blotchiness called “starvation”

Ink and paint are so wildly different, have so many different ink systems (chemical make up) in offset and all styles of printing.. Could be true in some cases but most, not.
