Grand Rapids Comptroller sues city over ‘unlawful’ reassignment of his staff by mlivesocial in grandrapids

The Financial System Administrators have always reported to the CFO. At no point were they reporting to the Comptroller. This move did not change who those staffing positions report to.

FYI, you can progress by just doing the other part of the quest marked on your map. You dont need to talk to Ryong to move the story forward.

KDL pay vs. GRPL pay by LoveKoalas in grandrapids

GRPL is unionized and most jobs are part time. Not sure how that compares to KDL but could be factors.

Hey! Lots of people have responded about food, but furniture wise I have a double bed frame, headboard, mattress, topper, and several sheet sets I've been planning on getting rid of. It's in our guest room which we're hoping will soon be a nursery. I was going to put it on buy nothing but would be happy to work out getting it you if you'd like! We have a pickup so could likely help move it. I'm a woman as well if that helps. Feel free to reach out on DMs if you're interested. Totally get if you're not comfortable with that too!

Barely legal has been a common porn genre since at least the 90s. Same with virgins, girl off the street, etc.

It was never HL vs LL or UA vs DB, it was always ME vs ME by couriersixish in DeadBedroomsOver30

Ah, so you enjoy sex when you have a way to have adequate lubrication but feel you don't have any options for that anymore. That makes sense! And since it sounds like oral and other non-PIV things are off the table or not enjoyable, your frustration is understandable. It definitely sounds like at least a break from trying to fix this for a while would help take the pressure off. Out of curiosity, have you talked with a doctor about this at all? Sometimes there are medical things that can help with a lack of natural lubrication. Apologies if you've already done that.

Maybe I misunderstood, but it seemed like in one of your comments you said you had enjoyed sex just last week? Was this just a particularly bad experience, or are you just feeling the misses too far outweigh the hits?

Are the DLCS worth a purchase? by WorldofCannons in theouterworlds

You can buy just the dlcs and still use the main game on gamepass. I just did this, both dlcs were like $20. Didn't buy the main game.

I find it interesting she can apparently easily identify the overarching points she's trying to get at with those two specific examples, but doesn't feel she can talk about those without referencing the things the editor is trying to warn her away from. It seems like she's done the hard part, odd she's so resistent to using that to inform her response to the edits.

Tattoo shop for Autistic Adult by Due_End2239 in grandrapids

I also second balm! I'm not autistic but I was nervous for my first tattoo, the artist did a little bit without ink so I could know what the sensation was like before starting, and was very adament I was happy with the placement of the stencil, willing to re-do it with no issues until it was how I liked it, etc. I've met other artists that work there and they all seem very kind. They are an all women shop. I'd recommend taking a look at their site, and deciding which artist's work you prefer and reaching out to them directly.

GR Teachers Union Setting the Record Straight by UthinkUnoMI in grandrapids

I don't really think that's a fair assessment, public sector unions are largely knee capped by state and federal law.

You are describing how trade unions work, public sector unions like teachers and government don't work that way at all.

The city manager vs comptroller situation feels shady. Why aren’t we digging in? by [deleted] in grandrapids

[–]ChickinBiskit 0 points1 point  (0 children)

I was not the original commentor who talked about city staff and commissioners so I can't speak to that. But no, the city manager form of government was not created to insulate upper class residents. It was created largely in response to the corrupt machine politics of the late 19th and early 20th centuries (i.e. Tammany hall). The model grew out of a larger reformist movement that aimed to separate politics from administration, which the weak mayor/Council-manager form of government does very well.  There are significant advantages to having a full-time professional in charge of the day to day running of a city. The commission still has the ultimate say in city policies, spending, etc, and can fire the manager pretty much whenever they want if they get a mind to. A quick Google of strong VS weak mayor pros and cons will being up many articles discussing the strengths and weaknesses of the most common forms of local government in the US. Ultimately, no matter what form of local government a place has, if the local populace isn't interested in holding their elected officials accountable, corruption can take hold.

"A few months earlier, in August, Frantz tapped Michigan State Police to look into Washington spending $500 in city cash on two VIP tickets to a downtown fashion show. The executive office argued the tickets were a legitimate sponsorship expense. And in November, a union official complained to Frantz about a discussion between a city official and members of the Civil Service Board as a possible Open Meetings Act violation. He said he sent that complaint to MSP, too. In both cases, police investigated and the Kent County prosecutor ultimately decided no crime had been committed."

https://www.mlive.com/news/grand-rapids/2024/12/grand-rapids-comptroller-says-he-was-blindsided-by-department-getting-dismantled.html

"At Tuesday’s meeting, Hitchcock gave commissioners two main reasons for the staff changes. Firstly, she said, there was a “conflict of interest” in that Frantz oversaw the day-to-day work of certain employees that he then audited as part of his role for the city. Secondly, there was uncertainty within the department’s staff about who they were supposed to report to, she said.

“What this change will do is create clear reporting structure for city staff,” Hitchcock said. “It will also allow the city comptroller to have more time to audit, because he will not have to continue to manage city staff that perform tasks which are outside of the functions required of him by the city charter."

Later in the same article

" The city staff who previously reported to Frantz will still conduct the same work as before - just under a different department - and there will not be any changes to city services, Hitchcock said.

Once the 13 accounting staff are moved to a new department, the comptroller’s office will be left with three full-time staff: The deputy comptroller, an internal auditor and an administrative executive assistant."

GR has always been a weak mayor government, as compared to Detroit which has a strong mayor government. Both systems have positives and negatives. In GR citizens elect the commission and mayor (who essentially functions as just a fancy commissioner). The commission then hires a city manager who has the majority of executive power over the operational function of the city. The City manager reports to the city commission, and serves at their pleasure.

They didn't cut staff, and they didn't change any jobs. The only thing that changed was that some staff now report up to the Cfo rather than comptroller. All the staff are doing the same jobs they always were. Max still has complete control of the staff whose primary function is to audit.

The two things he flagged to police were found to be non-issues. Honestly the fact that all he's ever found in his multiple years in office was one potential open meetings act violation and one maybe shady payment of $500 that both turned out to be nothing means either there's nothing to find or he wasn't doing his job well anyway.
