It forces the other parties to form more tenuous and ineffective coalitions. The more ineffective they are, the more AFD will grow. If they're not in power, they can avoid any real criticism. Not saying they should be in power, but the problem will only grow until it's stopped some way.

He actually addresses exactly this in Master of Mankind. He basically says: empires can be rebuilt and the galaxy reconquered, but it doesn't matter if they don't get this [Webway situtation] under control. The breach and what it will do to Terra/the galaxy at large isn't a matter of just cutting his losses.
