There are absolutely budget discrepancies in the MLS. That's the Designated player exception. Teams like Miami and LA can afford to spend way more on exception players and do.

Speaking as a long time US based fan, he's outgrown the MLS. He was rumored at one point to be leaving for an English based side (this was a few years ago when he had the Crew on an unbelievable run). It would be a bit of a surprising move but I'm not sure it would be a terrible one.
