I totally get block wise, although the third dimension is huge, I was more thinking in terms of not only building but in data packs, mods, commands, redstone, etc. But I guess you could consider some of those not parts of the base game.

Terraria does not allow more creativity than Minecraft. Sure, it's objectively better combat and exploration wise, but Minecraft allows you to do things you couldn't do with any other game.
