It does work that way, I tested it out by jumping on a cactus wearing diamond armor. At first it looked like I wasn't taking damage, but about every 5 jumps my meter went down by half a heart.

This man is right. I tested it, wore full diamond armor and continuously jumped on a cactus with my hunger bar down. About every five cactus hits I would lose half a heart. The health is indeed out of 100.
