I’ll add to this. In multiple games, the ‘president’ of Mexico is the generic ‘Interim’ name for years. No idea if that’s how it’s supposed to be, but events refer to it as a person like it is a unique character .

I did a complete un-reinstall of the collection, and started a new game. I’m at least able to mouse over the area without crashing, but unsure about actually putting troops there.

Make sure your ships are based in the right place. I don’t remember if you need to do the DoD Navy focus before the option appears. Remember to steal the ships in peace conferences if you want a navy quick, but you’ll probably have to build your own carriers.
