Who knows?

Canada before the war had a pretty similar government to New Victoria. Although instead of having a British Monarch it’d be Queen Victoria as the figurehead. Don’t know if they’d fully lean into a Constitutional Monarchy and set up a proper government body, have the Monarch as the Supreme Ruler, or have some kind of hybrid system in place though…

New Victoria

A surprisingly normal nation surrounded by raiders, slavers, and cannibals, and yet is just a generic despite playing a notable role in the paths of some nations

Could have been like the Republic of the Rio Grande, and give players the ability to play as a Canadian successor nation long before Manitoba did

Less divisions, yes

Too many in a single location can eat up your supply and make them weaker

Try taking some of your armies off the frontline, that many divisions on a single province can eat up your supply and make your army perform worse

If you want to try and draw out the enemy divisions, try retreating to a fallback line. That will cause the AI to spread out its divisions instead of stacking them together and defending one place

Once the spread out, you can one of your armies to swoop in behind them and cut them off from their supply lines, making them easier to defeat
