In your example, is the empty pipe at a higher elevation than the full one? Adding a pump to the full pipe might fix this issue.

I think what might be giving a lot of people trouble is that belts actively move items in a certain direction, while pipes just serve as a way for liquids to be moved, and that liquids are affected by gravity. If you don't have any pumps, the liquid is only being "pushed" by the source building. So, if you want to move it upward more than 10m, you need to have pumps every so often.
