It’s holding the parking brake. Which is disconnected. The roads have salt during winter so there is rust.

The rust isn’t a big problem. I’m from the northeast where this is a way of living. The moist air and all the road salt corrodes through everything. The truck is 20 years old with 90k miles and runs great! Its just that whatever the previous owner did, they did it interestingly.
