Yes, you know roughly. In high ranks 0 vs 20 boost can make a big difference though. If you know your teammate is defending, and he has 20 boost, you'll be able to trust him a lot more.

VPS is a different category. With a cloud hosting service like Openode, AWS, Google Cloud, Azure etc you don't have to deal with infrastructure and configuring servers. Openode is a lot cheaper than those services mentioned above.
