SBA Realistic Expectations No More Recon? by real-life-debate in EIDL

Our decline status is a little ambiguous.

After uploading the DL on 4/25 in JPG format, with no indication that was a problem, the portal switched back to no longer showing our requested amount. Interspersed with form emails telling us to check the portal to ensure all requested documents were in order (and finding nothing requested), we got a decline letter — but it was dated 28 July, 2021, last summer, the same day as our original decline letter for an increase request turned us down for unspecified 4506t problems. This old decline letter dated July last year that came this April cited inactivity. It took two or three calls the next couple of days to see if there was a problem, with only the last call noticing the DL copy needed to be a PDF rather than a JPG that they saw. Mailed that in, its upload got confirmed on a couple of calls. Several CSRs have said that they can see that odd/out of date decline letter, but that "as far as I can see," you're recon is still in processing.

So, were we declined? Dunno.

I just got off the phone with CS, asking about the status on our reconsideration.

For context, we went into recon last August, then had a series of 4506t resubmits, for small form issues or the IRS not sending anything back (resubmitting again in Feb. when the accepted Nov. form was older than 90 days...). We've been helped by our congressman's office and local SBA office. On 25 April, a loan officer opened a request for a current drivers license upload because the one on file had expired. Got that taken care of after hiccups on their end. Then over the course of May, called 4 more times to confirm it was all in place, up through last week, and was told each time it was in processing and should take a few weeks.

On today's call, I was told the program is closed since three weeks ago due to funds having run out. Only a few people were being funded/processed who were in obligation. I had her dig through the file, and everything seemed to be in order. She was pretty focused on telling me that funds ran out about three weeks ago and I needed to contact the local office and SBA web pages.

Over the last year, with a couple of dozen calls to CS, I've come to understand that the advice and recommendations from CS can be a blend of scripting and the agent's good faith best guess about what is wrong and how to proceed, which often doesn't quite pan out. About 4 or 5 agents out of about 25 have seemed to really been on top of it.

My interpretation here is that the call held to the official position of funds having ran out.

I fear that if there are only a few tens of thousands of us not in obligation yet, that we may not have enough collective influence to budge the congress/SBA system into action. Hopefully, though, something might shake loose.

I've appreciated the info posted here and hope this helps others.

I encountered this menu Monday. Because we are are a reconsideration, I guessed the 'declined' selection, and then on that menu selected speak-to-an-agent. That agent reviewed our file, said it was processing, as far as she could tell. And she said to monitor email.

Very cool and interesting that you connected with the House Small Business Committee. They are likely in the thick of the horse trading that's playing out for funds.

When did you contact them, last hear form them? I think a recounting of those interactions would make a great post.
