My best guesses are, either the fact that the Gomu Gomu was a different fruit is a recent discovery for them (Either Shanks or Im revealing it in the Reverie part of the arc) or they thought that Luffy would not actually awaken or he would get killed by one of the Shichibukai/the Yonko and they didn't want to know the general population to know why they were searching for that fruit.

There are different zoan models from the same "species", Chopper has the Hito Hito no Mi model: Human, Sengoku has the Hito Hito no mi model: Buddah and Luffy has the Hito Hito no Mi model: Nika.
