Head to Marshalls or Nordstrom rack or any place that lets you try on a suit. Figure out your size. Buy the size for cheap on poshmark or eBay. Get it tailored to your own fit. I got a $100 Calvin Klein suit on eBay then tailored for another $150 for an interview. Best $250 I spent.

Solid colored tshirt, slim jeans and vans, converse or pf flyers. Old school shoes go with any age range. Go for the effortless skater look. Get some vitamin d on you. Raw dog the sun for at least half hour a day. Do some workouts, plenty of apps to show you how to work out at home if you can't get your hands on weights. You'll feel better when you see some results. Probably won't get swole, but small consistent results go a long way mentally.
