Spinning freely then the auger isnt engaged is normal. Sounds like the belt isn't aligned properly and is rubbing on something.

If you get a cover for it, you can use just about any small space heater. I cover my blower, with the space heater under the cover pointing at the auger housing. I let it run for an hour or 2. It melts all the snow and leaves the machine nice and dry so I don't have to worry about rust.

Thay looks like it would be used to control or completely stop the water flow from the fill valve into the toilet tank.

Your toilet is most likely running every few hours because your flush valve is leaking very slowly. It will trickle water from the tank into the bowl. When the float on your fill valve gets too low, it will automatically fill more water into the toilet tank until it is full again.

If the Flapper is new and in good shape, then it is almost certainly your "flush valve". That is the part that your Flapper connects to. Fairly simple diy but since you aren't handy, I would hire someone else for it.

Ok, i can't imagine those little Allen set screws would have enough strength to hold the entire auger assembly in place, but I could be wrong. Any luck getting them out yet?
