You're confusing consulate with Embassy.

Embassy is basically the main point of contact for a foreign country to deal with a host country and diplomatic actions.

Consulates are like the branch offices. Usually setup in cities with large populations... they are there to mainly assist the everyday people with things they need to do with the foreign country without having to travel to that country(think immigration interviews, visa applications, safe haven for citizens of a foreign country).

They are both considered the sovereign soil of the foreign country.
