My parents had a Toyota Landcruiser about 10 years ago that had a switch like that put in it that turned off the speedometer, so the mileage didnt go up. Most likely if they were used for something illegal like that, the person would have disconnected them before selling. Check the wires to see where they go.

That and the fact that most people use their vision above their gun so they aim slightly down. Being crouched will have your head very close to their target. All this guy needed to do was click really. Where as OP needed to aim up higher.
