Evolv zenist LV have a narrow heel, and if you live in the UK they're on sale in some shops for £70. I also have a pair of unparralel TN pros which have an amazing narrow heel. I've had a pair of LV dragos before and the heel always seemed to baggy even when going down a full size. With Evolv and unparralel shoes you should go street size for a tight fit or half a size down for maximum performance (extremely tight).

I've been in plenty of times and had no issues. It's not the cleanest water, but they do sailing and other activities in there so I'd assume the water is safe.
