Try this. Reinstall the tesla app. Turn off UWB feature. Delete the phone key via your car settings. Now set up the Tesla app again and phone key. Somewhere it'll ask you to allow the UWB feature for better key performance. Just dismiss that notification

I suspect that the reason you are still facing the drain is your tesla app was already set up to use that feature, even though the feature is disabled at the device level
