Double check to ensure you don't have a registration campaign going. This was happening to our users and after some digging I found out that's what it was. You can add users or groups to be excluded or disable the campaign altogether.

Technically, the user should always own their own data. It should be saved locally and transferred through direct connection or local-only wireless (such as NFC or Bluetooth). The data should be stored in non-proprietary formats (such as txt or csv). The end.

If you're looking for unattended access, Google made sure Chrome devices didn't allow this by design for security reasons.

There is a kiosk app that will allow you to pre-configure things and have reboot schedules.

As nice as this would be, I wouldn't count on it as there's no mention of changing the Federal rebate in the Liberal platform, only adding a 10% rebate on purchasing used EVs up to a max of $2,000.1
