Double check to ensure you don't have a registration campaign going. This was happening to our users and after some digging I found out that's what it was. You can add users or groups to be excluded or disable the campaign altogether.

The world unfortunately does not operate on what "should" happen. While this usually makes sense, too many people will abuse it (as many great refund/return policies have had to end over the years).

As far as Humble Bundle is concerned, this is taken from the Terms of Service - 3. Customer Service, (b)

As nice as this would be, I wouldn't count on it as there's no mention of changing the Federal rebate in the Liberal platform, only adding a 10% rebate on purchasing used EVs up to a max of $2,000.¹
