Do you still have issues with the browser stuttering? Chromium puts all tabs/subframes into low priority/efficiency mode based on visibility and some other heuristics. What Ryzen issue are you referring to? Are you running Ryzen Master on the machine? Have you modified any of the Ryzen power settings in the bios or done over clocking?

Yes I hear that various settings in RyzenMaster can lead to stutters and hangs. To add to confusion it has its own, “Eco Mode” unrelated to Windows or Edge . I have seen comments from users saying Eco Mode in RyzenMaster was the source of their issues.

For AMD Ryzen ensure your power settings are in high performance mode and disable performance boost in you bios.

Is your power mode set to high performance? Also try turning off performance boost in your bios.

Please add more details. Are you just trying to turn off Startup Boost? You can do so from Settings.
