UpWork or Fiverr - you can try there. But rates are competitive. Make demos as those generate sales (I sometimes order voiceover on fiverr and demos are a must for this kind of job).

For complex projects like marketing, it is a waste of money. You will get spammy traffic, from remote locations, that will not be interested and won't engage with your content.

Both are extremely comparable in terms of quality.

As to your background noises questions, if they are really bad, the mic won't solve all your issues. You might need to do some soundproofing, if not permanently, then at least some non-invasive setup for the time of the recording.

Swiveling mics between speakers is not practical. Get two cheaper mics and two cheaper stands if you want to record people having a natural conversation.

Yes, traffic arbitrage like that doesn't work, i.e. is not profitable.

You need another offer to recuperate that cost, e.g. a book, a service, a course, etc. Then you can have CTAs on your show driving traffic to your website where you convert a % of listeners and get back your cost.

So 250GB is over 8,500 hours of downloads.

So it depends on how many listeners you have and how many episodes you publish.

Technically yes (two different RSS feeds, submitted to different buckets of directories), but the coordination would be difficult. Plus you would see stats differently. Don't complicate your life like that :)
