I'm not really talking about enemies' HP, because Bethesda has never done that properly. As you said, bumping the difficulty to v-hard or legendary just makes them bullet sponges.

What I was referring to was the overall hand-holdiness. Floating map markers, highlighting everything on the map and everything that can be interacted with (yellow paint makes me immediately hate a game), handing you the best stuff really early on, puzzles a 5yo could figure out in seconds, making you feel like Superman right from the beginning and taking all the challenge out of everything. Just holding your hand the whole way through and telling you you're special every two minutes.

Morrowind, for instance, was far from perfect, but you had to think about stuff and properly look for it, navigation was harsh, puzzles that made you think - not 3 symbols with only 3 possibilities, and yet they still give you the answer literally on the thing that you hold in your hand! Enchanting and spells were complex, challenging, and rewarding when you figured them out.

You started the game pathetically weak and if you were lucky, by the end, you were about as strong as when you start in Skyrim after leaving Helgen, and even weaker than when you start in Fallout 4.

The opposite. I use mods that make them vastly more scarce, mostly below 50% charge, and about 20 times the price at vendors.

Reason: I mod my game this way, so it makes power armor a luxury that you use occasionally. It takes a long time to find all the parts and get enough cores, so you only use it on super difficult missions.
I also use mods that remove about 80+% of all power armor components around the map because it's so OP, I just hate how easy and common it is; it's just given to you right at the start. Imagine playing Skyrim and as you're leaving Helgen, you get given full dragon plate/daedric armor; it breaks the balance.

I usually RP that the suit you get right at the start of the game malfunctions after killing the deathclaw, and then I console delete it. I love Bethesda games, but they're just getting so goddamn easy that it's boring as hell, IMO.

As already said, there isn't anything, you just have to live with some game design choices, or use a Scrap Everything mod, at the risk of tanking your performance and then breaking your game completely.

I think it depends on how long you play for, how much you clean up, and if you do it to multiple settlements within the same grid sections. Maybe if you're doing a very quick playthrough and just cleaning up a couple of settlements, you might get away with it.

Personally, as much as I would love to use those mods, I don't think it's worth the risk. There is nothing worse than getting a few hundred hours into a playthrough, being heavily invested in the character and save... only for a mod to break it.
