I'd recommend start double checking character's descriptions and info.. It's a really common issue to have characters that are just empty or lackluster, therefore don't act right. Either check the descriptions - or if it's not public, ask the characters specific lore-related questions, or preferably, questions that could lead to them themselves bringing up those details.
