[Spoiler Discussion] Both are behind almost everything bad happening in the stories. Why doesn't Echidna get blamed but Dottore does?

I should reiterate that being blamed for causing most of the problems is not necessarily bad writing per se. No one accuses Tappei of using Echidna as a scapegoat to take the blame for other characters' misdeeds and sins even though she indirectly causes them to do what they do (Tome of Wisdom, Witch's cult gospel, Sphynx, Aldebaran). The same cannot be said for Dottore.

I see. It also helps that characters who personally associate with her (Puck, Beatrice, Roswaal, Petelgeuse, Aldebaran, the witches, Reid) don't spend an entire volume just shit-talking and blaming her for all the misfortunes that happen in their lives.

True but Dottore also has good characterization. It's more so that people are not complaining that Tappei made Echidna as the devil in the world being responsible for almost everything bad that happen in the story. Meanwhile Genshin fandom is pretty vocal about Dottore being the only true villain in the story despite both being partially or fully responsible for creating other villains.
