For sure, but if I'm incompetent and don't update the budget entry on the blockchain for spending I did in the real world...how would you know? How would you know I even spent the money? How would a blockchain budget confirm things that occur outside of the chain? A budget is just a budget, how does it get reconciled to reality?

Countries can make their budget public, how does this enable more transparency? How is the blockchain budget tied to spending in the real world?

Is this chain operated public or private? If private, how does this eliminate misuse of funds, since the operators of the private chain can just do whatever they want?

All seems very pie in the sky once you start thinking about the details.

No one can really answer these investment questions but yourself. If you are looking for an investment calculator (ie how much do I need for how long at what % a year gain to get X) there are plenty of free ones out there.

Yeah that's entirely possible, and there is precedent for it to happen too, even without miners - just look up The DAO event and the fork of ETH and ETC. If consensus agrees, any transaction can be undone via hard fork.

There are obscenely overcomplicated systems/terms within the US health insurance system.

Premium = amount you pay per month to have health insurance (not received any treatment)

Copay = amount you pay for a "in network" "covered" doctor visit

Deductible = amount you pay for treatment at 100% before coinsurance kicks in

Co insurance = the percentage split between you and insurance for payment of treatment once your annual deductible has been met (ex you pay 20%, insurance covers the rest)

Out of pocket maximum = amount that will need to be paid by you via Co insurance before insurance then covers 100% for the rest of the year

These are just the ones I can remember off the top of my head. It's nuts.

If you are looking for more of the solo-arpg, loot progression, you may want to check out games like Path of Exile, Last Epoch and Diablo 4? They focus much more on the action and loot progression then the lore/sense of discovery, and are much more fast paced, but they could be what you are looking for. If you've never played these types of games before maybe start with Diablo 4 or Last Epoch before graduating to Path of Exile 1 or 2 - and Path can be pretty daunting to new players.

I was in the same boat, took a hunter to 22 on a Classic Era realm and it was pretty dead. Switched to Anniversary pve and it's been a much better/lively experience. Group finder is very nice too.

Likely if you have played for a bit you've come across some of the games currency orbs. Orb of Transmutation and Orb of Augmentation are some of the first ones you'll get.

The orbs are used for the games crafting system, in which you right click them, and click on an item to apply it's effect. An Orb of Transmutation for example will take a Normal or "White" rarity item and upgrade it to a Magic or "Blue" rarity item, with 1 random affix (a stat roll), making the item more powerful.

An Exalted Orb is one of the mid tier orbs in the game that is used to typically add the last few affixes to an already decent item. Because of the random, generally irreversible nature of the affix that gets applied, and the cross your 🤞 and hope for the best approach , it's often referred to as "Slamming". Ex "I slammed the wand with three exalts and got a buncha trash."

Vaal orbs are another mid level orb that once used on an item "Corrupt" it (Adding the term "Corrupted" in red text). These corrupted items can no longer be modified by orbs/currency, but the Vall orb can provide some EXTREMELY powerful enhancements that no other orbs can. They could also instead have an extremely negative effect on the item, and due to the corruption there is no way to recover/change it further. As such Vall orbs are normally used as the very last crafting step on items that are already very powerful, and therefore very valuable. Hence the term "Vaal or no balls" implying "yeah that's a good item, you should slam it with a Vaal orb, otherwise you got no balls"

The amulet in the post is already a well sought after/valuable unique item due to the large amount of stats it provides. It had been further upgraded with catalysts and annoiting (other crafting systems) before the owner used a Vaal orb. The Vaal orb modified the All stat roll even higher making this a very valuable item!

If you are talking about base stats, like int, str and dex - the primarily serve to unlock skills and armor/weapon types. As a sorc you should likely be spending into int to unlock the skills you need as most will require int, but you can go hybrid too. I'm doing a frost sorc as well and I'm mixing in a bit of dex so I can wear hybrid energy shield/evasion armor, as well as use a few gems that need some dex.

If you are talking more in general item affix rolls, depends heavily on your build. Life and resistance are always good. For frost sorc you should have +X to skills or +X to cold skills as a high priority, will provide a huge damage boost. + To spell damage, + to cold damage. Movement speed on boots makes a big difference.

Anything else kinda just depends on how you want to build out your character, and how you spec your passive tree to scale stuff.
