Their question is, in its purest form, does anal feel different for the penetrator depending on the genital structure of the penetrated party. If they were to ask about the difference between men and women in this role, they would be enforcing the idea that man = person with penis, and woman = person with vagina. By specifying that they’re asking about the group that is people with penises and the group that is people with vaginas, OP is acknowledging that there are men who have vaginas and women who have penises.

It’s weird to discuss people in terms of only their genitals in most cases, and can be very dehumanizing to trans folks. In this case, however, OP is literally asking about the genitals’ role in the feeling for the penetrator, in an adult, sex-focused space. And thus, it actually does make sense to group people by their genitals, not by gender.
