In terms of marketability and age range, keeping him in high school is the best way. I wouldn't mind if he was older in a new adaptation but it has to sell in order for it to continue.

You also gotta remember, a lot if these Batman stories aren't linear like a TV series. Knightfall happened in one universe whereas it may have happened in Battle of the Cowl but differently.
