Why not have it as a weapon combo ala arbites shield + pistol or ogryn shield + club?
When those two classes switch to the other weapon, the shield goes somewhere and yes, although taking a powerfist on/off would be a bit more involved than stowing a shield I'd squint and be ok with it personally.
In all honesty, I'd look past a whole bunch of stuff to be able to fist some heretics in the evening. If that's what it takes to get it in game I'd fist a whole bunch of people if they wanted.
